i have a problem the guy i bought my car from had bolted on a fake hood
scoop (must of thought it looked cool) and now that i have enough money to
get the car repainted the holes drilled in the hood are an issue. should i
try to get the holes filled or just face looking like a poser with a fake
scoop.

your best bet is to fill the holes and save yourself the embarrassment. i
wouldnt be caught dead wit a fake hood scoop lol.

would spot putty hold or will i have to weld in some metal and grind it
down

When welding on a hood you run the risk of warping it from the heat.
depending on the size of the foles, body filler is probably your best bet.
if the holes are big, you might want to put some filler with fiberglass on
from the underside first, then smooth off the top side.
