It seems whenever I take advantage of my tires' warranty and go in to
rotate and balance my tires, the wheel always comes out slightly
misaligned. A friend tells me that the steering wheel not being straight
and my checking the alignent, getting that fixed and noticing it coming
back straight is a total coincidence! Apparently he used to work at Sears
doing just that (rotate & balancing, etc). Is it just my car that does
this? I did once again purchase a car that was salvage / rebuilt, so maybe
this is why it keeps showing evidence of structural damage (02 Mazda 626)

There could be several contributors.
There could be (although unlikely) issues with the tires
The car could have a bent unibody sub-frame or one which the body shop was
not precise when straightening the car on the frame alignment machine or
was bent badly enough it could never be straightened out
There could be damaged front end components which were not fixed
Some times, there is a minor issue when the car comes down from the rack
but it should settle out within a few miles and straighten up
someone is blowing smoke up your behind
